Interesting perspective on the Army's property purchases - http://articles.latimes.com/2010/mar/13/business/la-fi-cover-salvation14-2010mar14

One thing that I think is overlooked is the wisdom of the Army in purchasing property long ago that has grown in value and would not be feasible to purchase or replace. Unfortunately, the Southern California real estate market is not the best indicator of Army property. As an example, while my wife and I were the Corps Officers in Ogden, UT we purchased a new home for our appointment. It was a 2200 sq ft, 4 br/3 ba home built in 2004 and cost $135,000. The same home in SoCal would easily be $500,000 to $1,000,000 depending on the city and neighborhood. I think the true measure needs to be Army intent and investment as indicated by Col. Harfoot in the LA Times article. Just my two cents worth as an officer and a faithful steward.
